Anthropic’s policy update takes effect November 12, clarifying agent duties and high-risk use

Anthropic announced an updated Claude Usage Policy on October 8, effective November 12. It clarifies responsibility for high-risk recommendations, autonomous hardware and agent actions, and removes the blanket ban on personalized vote and campaign targeting while continuing to prohibit voter deception and misuse of personal data.

The policy covers Claude.ai and Claude Code users, API developers and businesses, customers accessing Claude through cloud platforms or authorized resellers, and end users of products that integrate Claude. Anthropic says most changes clarify existing rules; the policy does not categorically exclude entire industries.

High-risk recommendations affecting areas such as a person’s health, legal rights, finances or employment generally require meaningful review by a qualified person with authority to change the result, plus disclosure that AI was involved. Anthropic says those principles are unchanged. The new text excludes assistance such as general information and internal drafting or summarization that is not delivered as the final recommendation. Where law permits, specified insurance payouts, healthcare and public-benefit decisions wholly favorable to the individual can proceed without prior human review; disclosure may still be required.

New hardware requirements cover physical actions executed without human approval that could cause injury. A qualified person must be able to observe and stop the equipment, which must stop or hold a safe state when that person intervenes or its connection to Claude is lost. Limits such as speed or force must be enforced by equipment or an independent controller, rather than model output alone. Exclusions include household devices operating within built-in safety limits whose worst outcome is discomfort or inconvenience, and commands reviewed by a qualified person before execution.

Political and commercial deception rules are consolidated in one section, covering fake accounts, concealed sponsorship, networks that disguise a common source as independent sites, and manipulation of search or AI-answer sources through such content. The previous blanket restriction on personalized vote or campaign targeting based on individual profiles or data is removed. Anthropic cites voter-information translation and ballot-cure notices as legitimate uses; targeting based on deception or misuse of personal data remains prohibited.

The law-enforcement and criminal-justice rules explicitly prohibit using Claude to decide or recommend whom to investigate, arrest or charge, and prohibit non-consensual tracking, including analysis of previously collected data. Consented fraud monitoring, content moderation, journalism and legal research remain permitted when not used for prohibited purposes. Adding human review does not turn a prohibited policing decision into an allowed use. Weapons restrictions also expressly cover guidance software, components and weaponizing drones; Anthropic describes these as clarifications of existing enforcement.

Users who build or deploy agents are responsible for those agents’ compliance, including actions through tools, browsers and connected systems. Consumer-facing chatbots or agents communicating directly with external users must disclose that the interaction is with AI, at least at the start of each chat or in the product interface.

The new model-abuse provision targets extreme, repeated cruelty or abuse with no discernible purpose. Anthropic explicitly excludes ordinary frustration, pushback, dark creative themes, and model testing or research, and says ending such rare conversations remains the primary enforcement mechanism.

The accompanying regional clarification restricts people physically in unsupported regions, entities incorporated or headquartered there, and entities directly or indirectly majority-owned or controlled by people or entities there. Their personnel can be covered even when physically in a supported region. This explains eligibility scope and does not establish an expansion of supported regions.
