Copilot code reviews gain organization billing and outside-license controls

GitHub has added an organization-payer option for Copilot code reviews, sparing licensed members’ personal allowances, alongside controls on requests made with outside licenses. Member billing remains the default, and organization billing requires paid AI-credit usage.

A Copilot billing dropdown on a blue grid background lists Member and Organization, with a check beside Organization.
GitHub’s announcement illustrates the organization-payer option. The selected state shown is not the default.

Organization owners can choose the repository-owning organization as payer for reviews associated with members who hold paid Copilot licenses, under Copilot → Policies. The default remains the member’s allowance; running out causes the review to fail. Switching requires paid AI-credit usage, with an optional budget. It covers manual and automatic reviews but does not give anyone additional review access.

The review consumes AI credits according to the model and tokens processed. GitHub-hosted Actions runtime for agentic features is accounted for separately. Self-hosting avoids this Actions-minute consumption. On Copilot Business and Copilot Enterprise, a user-billed request is constrained by that user’s budget. With organization billing, exhausting the applicable organization or cost-center budget, or the enterprise spending cap, also stops reviews.

A separate control determines whether an outside license can be used to request a review. By default, a person can use their paid Copilot license in repositories they can access. Organization owners or repository administrators may now require a license issued by the organization or its enterprise, excluding personal licenses and those from other organizations. Repository administrators cannot disable a restriction imposed at organization level.

GitHub’s documentation says that, with the restriction enabled, unauthorized people will not see Copilot as a reviewer, and their API requests will not launch a review. Automatic reviews enabled through personal settings are also restricted, while those configured through repository or organization rulesets continue. In a personal repository with this restriction, requests are limited to the owner and direct collaborators.

Access for members without a license is governed by a different policy, disabled by default. Copilot Business and Copilot Enterprise organizations must first enable paid AI-credit usage, then permit reviews for unlicensed members. This access is offered on GitHub.com, not in IDEs. The organization or enterprise is responsible for the extra charges these members incur.
